I have DD-3 that powers up, but has no working effects. Any ideas?

Does it pass any sound. Maybe just the dry sound without effects? Or no sound at all?

One thing that happens with these pedals is that the Mode knob gets set to HOLD so check that.

Otherwise, I'm no tech and have no further advice.
